Opportunity Information: Apply for F19AS00119

The Coonamesset River Restoration; Hurricane Sandy grant opportunity (Funding Opportunity Number F19AS00119) is a Department of the Interior, U.S. Fish and Wildlife Service discretionary funding announcement intended to support a single, targeted coastal resilience and habitat restoration project in Falmouth, Massachusetts. It is structured as a cooperative agreement under CFDA 15.677, with an anticipated single award and an award ceiling of $360,000. Although the eligibility field is listed as unrestricted, the notice makes clear that this is a single-source financial assistance award to the Massachusetts Department of Fish and Game, Division of Ecological Restoration (MADER), and the posting is primarily for public notification rather than a competitive solicitation. The opportunity was created February 26, 2019, with an original closing date of March 20, 2019.

The project itself focuses on reconnecting and restoring the Coonamesset River system by addressing several linked problems that affect public safety, infrastructure reliability, and ecosystem function. The planned work includes removing two small dams, converting a former commercial cranberry bog back into natural wetland and riverine habitat, and replacing a deteriorated, undersized stream crossing on a heavily traveled roadway (John Parker Road). The existing crossing consists of three culverts that are only two feet in diameter, and two of those culverts have collapsed and no longer function properly. Replacing that crossing with a larger, safer structure is intended to reduce flooding risk at the road, improve hydraulic capacity during storms, and increase overall resilience of the transportation infrastructure.

This effort is designed to build on earlier restoration work in the same watershed, specifically complementing the first dam removal on the Coonamesset River that was completed in 2017. The new phase includes removing the second dam from the ocean (further improving downstream-to-upstream connectivity), replacing the failing John Parker Road river crossing, and restoring adjacent floodplain wetlands. Taken together, these actions are meant to deliver dual benefits: stronger protection of public infrastructure and safety during high water events, while also improving water quality, restoring natural flow patterns, and reestablishing aquatic habitat connectivity.

From an ecological outcomes standpoint, the project targets measurable improvements in fish passage and habitat access. Once the dams are removed and the crossing is upgraded, migratory species such as alewife, blueback herring, and American eel, along with resident fish, are expected to gain full access to approximately 2.2 miles of free-flowing river. The work also aims to provide fish access to about 158 acres of pond habitat that can be used for spawning across a wider range of flow conditions. In addition, the restoration scope includes reestablishing roughly 4,600 feet of stream channel and restoring about 56 acres of wetlands, which supports flood storage, nutrient processing, and broader watershed resilience consistent with Hurricane Sandy-related recovery and mitigation goals.
