A complete application package includes several required documents with specific format rules. Applicants must submit the Embassy application form (limited to four pages maximum and provided in Word format) and an accompanying budget form (provided in Excel format). In addition, organizations must include the standard federal assistance forms SF-424 (Application for Federal Assistance for organizations) and SF-424A (Budget Information for Non-Construction Programs), following the provided instructions. The package must also include CVs for the project leader(s) and any U.S. experts involved, if applicable, plus documentation confirming partner NGO status (a registration letter for partner NGOs). Finally, applicants must provide proof that the applicant organization is actively registered in SAM.gov, typically via an email confirmation or screenshot showing active status.

A major eligibility and compliance requirement is that all applicant organizations must have a valid, active registration in the System for Award Management (SAM.gov) to receive U.S. government financial assistance. SAM.gov registration is free, completed online, and generates a Unique Entity Identifier (UEI) as part of the process. Importantly, the UEI alone is not enough; the entity must be fully registered and marked active in SAM.gov, and registration must be renewed annually to stay active. First-time registrants also need a Login.gov account to access SAM.gov. The opportunity also emphasizes that organizations listed with exclusions in SAM (related to debarment and suspension rules under 2 CFR 180 and related executive orders) are not eligible for an assistance award. The Embassy is explicit that it cannot provide support for navigating the SAM.gov registration process, and it warns that registration can take several weeks. If an organization cannot complete SAM.gov activation before submitting the grant application, the Embassy will not be able to consider the proposal.

On the award administration side, the grant (or cooperative agreement) is formally issued, signed, and administered by a Grants Officer, and the signed award document is the controlling authorization. Recipients are not allowed to start charging or incurring program expenses until the official start date listed on the grant award document signed by the Grants Officer. The Department of State also makes clear that selecting a proposal does not imply any promise of future or additional funding; any renewal, extension, or increase is purely discretionary. Likewise, publishing the notice of funding opportunity does not commit the U.S. government to make an award, does not reimburse proposal preparation costs, and reserves the right to reject any or all proposals received. Payment arrangements are not fixed in the announcement; instead, the Embassy Public Diplomacy Section (PDS) will discuss the payment method and frequency with selected recipients prior to issuing the award.
